LISBON – In Columbiana County Municipal Court Tuesday, Scott J. Francis, 47, state Route 154, Elkton, was bound over to the grand jury for having weapons under a disability, a third-degree felony. Francis was allegedly found in possession of a loaded revolver in a safe, a lever action rifle determined to be stolen and a sawed off shotgun near a large amount of drugs while under an indictment for drug charges during a search warrant executed at his home Aug. 12.

A sentencing hearing was set Sept. 15 for Jonathan D. Shellenberger, 32, Jones Drive, Salem, charged with discharging a firearm on a prohibited premise and discarding litter for allegedly shooting a glass bottles at an illegal dump site on Foundry Hill Road in Salineville May 22.

A pretrial was set Sept. 13 for Dana McGilvary, 39, North Market Street, Lisbon, charged with illegal use or possession of drug paraphernalia for allegedly being found in possession of a spoon with residue, a syringe and a Q-tip after officers responded to her home May 15 in reference to a possible overdose.

A pretrial was set Oct. 17  for Theodore F. Cassinger Jr., 44, state Route 45, Salem, charged with driving under suspension and discarding litter.

A pretrial was set Nov. 1 for Ryan R. Steele, 32, Garfield Road, Salem, charged with discharging a firearm on a prohibited premise and discarding litter for allegedly placing a television at an illegal dump site on Foundry Hill Road in Salineville May 6 then shooting at it with two juveniles.

A pretrial was set Nov. 7 for Joseph M. Cechura, 56, Summitville Road, Salineville, charged with discharging a firearm on a prohibited premise for allegedly shooting into an illegal dump site on Foundry Hill Road in Salineville April 29.

A pretrial was set Nov. 10 for Jonathan Gregory Coffman, 36, Marietta, charged with unsafe vehicle.

A pretrial was set Nov. 15 for William Charles Parrish II, 29, Hazel Run Road, Salem, charged with discharging a firearm on a prohibited premise and discarding litter for allegedly carrying a jug over a hill at an illegal dump site on Foundry Hill Road in Salineville and returning without it, at which time a large amount of smoke could be seen coming from the area April 6.

A pretrial was set Nov. 15 for Brandon S. Farmer, 35, Wisconsin Avenue, Salem, charged with OVI first offense, OVI breath .17+ first offense and tinted glass.

Jacquelynn Phillips-Wilson, 43, Valley Road, Salem, was sentenced to 90 days in jail (87 suspended, 3 credited), fined $925, had her license suspended for one year, placed on two years probation and ordered to complete 20 hours of community service and substance abuse evaluation for OVI second offense and marked lanes. A charge of OVI refusal with prior within 20 years was dismissed.

Steve W. Homan, 40, Salineville, was fined $250 for discharging a firearm on a prohibited premise.

Daniel A. Palmer, 40, Washington Street, Kennsington, was fined $250 for discarding litter.

James A. Stoner, 58, East Fourth Street, Salem, was sentenced to 270 days in jail (186 suspended, 84 credited), fined $550, placed on two years probation and ordered to complete 30 hours community and anger management evaluation as well as have no contact with the victim for domestic violence and resisting arrest.

Dianna F. Beal, 69, Avon Road, Salineville, was fined $750 for three counts of discarding litter.

Christopher M. Pitts, 42, Walnut Ridge Street, Salineville, was fined $250 for discarding litter.

Tieler A. Lightner, 21, Oak Street, Leetonia, was fined $350 for discarding litter.

Brittney Cronin, 22, Wilbert Avenue, East Liverpool, was fined $750 for driving under suspension and use of an unauthorized plate.

Ronnie J. Bidwell, 64, East Main Street, Salineville, was fined $1,000, sentenced to 10 days in jail (suspended), placed on one year probation and ordered to complete 30 hours of community service for two counts of discarding litter..

Dylan L. Milhoan, 21, Calcutta Smithferry Road, East Liverpool, was fined $250 for discarding litter.

Harry Spencer, 74, High Street, Salineville, was fined $350 for discarding litter.

Kenneth E. Dickson Jr., 38, West Main Street, Salineville, was fined $250 for discharging a firearm on a prohibited premise.

David S. Frazier, 41, Wooster, was sentenced to 30 days in jail (suspended), fined $750, placed on two years probation and ordered to complete 30 hours of community service and complete an anti-prostitution class for engaging in prostitution and possession of criminal tools.

Gary J. Ludt, 52, Avon Road, Salineville, was fined $750 for three counts of discarding litter.

Donald E. Scarry Jr., 60, State Street, Salineville, was fined $250 for discarding litter.

Lorraine A. Utter, 41, Front Street, Leetonia, was fined $300 for failure to reinstate and no motorcycle endorsement. 

Gerald Volpe, 49, New Castle, Pa., was sentenced to 30 days in jail (suspended), fined $750, placed on two years probation and ordered to complete 30 hours community service, alcohol abuse evaluation and an anti-prostitution class for engaging in prostitution and possession of criminal tools. A charge of open container was dismissed.

Benjamin T. Elliott, 26, Prsopect Street, Salem, was fined $250 for discharging a firearm on a prohibited premise.

Joseph Ryan Wilson, 22, Dobson Road, Salineville, was fined $350 for discarding litter.

George Cassinger, 61, Pinewood Drive, New Waterford, was fined $250 for discharging a firearm on a prohibited premise.

Jeffery Tyler Roe III, 18, Montana Avenue, East Liverpool, was sentenced to 90 days (87 suspended), fined $875, placed on two years probation, had his license suspended one year and ordered to complete 20 hours community service and substance abuse evaluation for physical contral amended from OVI.

Justin J. Kenst, 42, Bethesda Road, Hanoverton, was fined $250 for discarding litter.

RodneyM. Pitts, 56, state Route 644, Summitville, fined $250 for discharging a firearm on a prohibited premise.

Lisa Marie Hawk, 24, Water Street, Salineville, was fined $500 for two counts of discarding litter.

Daarron J. Mitchell, 31, Niles, was sentenced to 10 days in jail (credited) and fined $250 for assault.

Hayden Wylie Dattilio, 20, Linda Way, New Waterford, was sentenced to 270 days in jail (267 suspended, three credited), fined $1,415, had her license suspended one year, placed on two years probation and ordered to complete 100 hours community service and alcohol abuse evaluation for OVI, driving under suspension and left of center.

Taylor Lee Ballard, 23, Third Street, Summitville, was fined $500 for discarding litter.

William A. Moore, 73, Gavers Road, Salineville, was fined $250 for discarding litter.

Carl Burkey, 19, Oak Street, Leetonia, was fined $250 for discarding litter.

Jaqulen H. May, 24, Bergholz, was fined $500 for two counts of discarding litter.

Zion S. Figley, 19, Muscovy Drive, East Palestine, had a count of driving under suspension dismissed.

LISBON — A former St. Clair Township man who robbed a woman while brandishing a knife in March 2020 was sentenced to prison for an indefinite term of four to six years.

David Sisco, 55, formerly of Echo Dell Road, East Liverpool, was transported to Columbiana County from the Pennsylvania State Correctional Institution at Pine Grove in Indiana, Pa. where he’s serving time for an offense in Lawrence County, Pennsylvania.

He appeared recently for sentencing in Columbiana County Common Pleas Court on the charge of felony aggravated robbery. He’ll receive credit for 89 days already served in jail. He could have faced a longer sentence of 11 to 16 and a half years.

The charge stemmed from a March 11, 2020 incident when Sisco brandished or threatened Fredda A. Roberts with a switchblade knife in order to attempt to rob her.

Also in Common Pleas Court:

Kierra Raynes, 25, East Main Street, East Palestine, was sentenced to 36 months in prison for two separate indictments, one for two counts endangering children, a fourth-degree felony, and one for two counts endangering children, a third-degree felony and a fourth-degree felony. She received credit for five days already served in jail. The charges stemmed from her two young children being found outside while she and her husband slept in their Grant Street, Lisbon home on Jan. 10, 2021 and for a separate, similar incident in East Palestine on April 1, 2021 when her two children, ages 2 and 3 years old at the time, were found outside unsupervised.

Michael Riley, 43, High Street, Leetonia, was placed under community control for three years after pleading guilty to trespassing and criminal damaging for a March 9, 2022 incident in Salem when a South Lundy Avenue resident came home to find him standing in his kitchen eating cereal and refusing to leave. At the time, police found evidence of forced entry to the front door with a broken door jamb. Riley was ordered to have no contact with the victim.

Dexter O. Brand, 32, Danville, Ky., was placed under community control for three years with a requirement to serve 60 days in the county jail, with credit for nine days already served, for having weapons under disability, a third-degree felony. A charge of improperly handling firearms in a motor vehicle was dismissed. The charges stemmed from an incident Feb. 23, 2021 when Brand  had a loaded gun in a vehicle while prohibited from having a firearm due to a prior 2013 burglary conviction in Kentucky.

Raymond D. Byler Jr., 42, Middlefield, was placed under community control for four years with a requirement to serve 90 days in the county jail for attempted compelling prostitution and attempted unlawful sexual conduct with a minor, both fourth-degree felonies. Charges of compelling prostitution and possession of criminal tools were dismissed. Byler was also designated a sex offender. On July 12, 2021, Byler attempted to hire someone he believed to be a minor for sexual activity, utilizing his phone to make the arrangements.

Bethany K. Devine, 30, High Street, Leetonia, was placed under community control for three years with a requirement to serve 30 days in the county jail for  complicity in the commission of an offense, a fifth-degree felony, for acting as the lookout as an accomplice stole the license plates off of a vehicle on June 27, 2021 in the Salem Regional Medical Center parking lot.

John Kelly, 57, state Route 154, Lisbon, was sentenced to 18 months in prison, with credit for 120 days served, for a third-degree felony of operating a vehicle under the influence, aggravated possession of drugs, a fourth-degree felony, and a misdemeanor driving under suspension charge. His license was suspended for 10 years. The charges stemmed from two separate indictments. The OVI and driving under suspension charges resulted from a traffic stop April 12 this year in Elkrun Township while Kelly had a previous felony OVI conviction on his record. The drug charge stemmed from his possession of methamphetamine on March 17, 2021.

EAST LIVERPOOL — In East Liverpool Municipal Court, a pretrial was set Sept. 1 for Rodney Carter, 30, Youngstown, charged with obstructing official business. Bond was set at $10,000 cash or surety and Carter entered a not guilty plea for the misdemeanor charge stemming from an Aug. 21 incident in St. Clair Township.

Payton Wilson, 24, Wilbert Avenue, pleaded not guilty to domestic violence and was ordered to have no contact with the victim or his residence, place of employment or school within 100 yards. The case will be transferred to the Columbiana County Municipal Court for a hearing to be set this fall.

Other cases transferred to county Municipal Court for hearings to be set this fall include: William Craven, 65, Commerce Street, Wellsville, no license; Joshua Ellison, 39, Pennsylvania Avenue, operating a vehicle under the influence second offense, no license and failure to control; John Galloway, 55, Wyoming Street, two counts menacing, with orders to have no contact with the two female victims; Brandy Johnston, 49, South Park Circle, petty theft; and Richard Williams, 36, Fifth Street, Wellsville, petty theft.

A pretrial will be set for Chachi Peddicord, 36, Florence Street, charged with violation of protection order.

Melinda Richey, 28, Taylor Road, New Waterford, was fined $275 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program for OVI first offense and failure to control.

Anthony Cornell, 29, Columbia Avenue, agreed to a waiver of time on a charge of domestic violence.

Kerry Appel, 50, Fife Coal Road, Wellsville, was fined $75 for no license.

Counsel was appointed for Tabitha Lively, 40, East Liverpool Road, who appeared for a pretrial for petty theft and disorderly conduct.

Kevin Easterday, 65, Montgomery Street, pleaded not guilty to assault and was ordered to have no contact with the victim.

Nickolas Utt, 20, state Route 39, Salineville, was fined $100 for reckless operation.

A bench warrant was issued for Steven Schneider, 44, Morton Street, who failed to appear for a hearing for abusing harmful intoxicants.

Bridget McKinnon, 36, Dresden Avenue, was fined $30 for speed and costs only for failure to file application.

Julie McClain, 39, Old Fredericktown Road, was fined $30 for assured clear distance ahead.

David Jones, 34, Ypsilanti, Mich., was served a secret indictment Aug. 22 in Michigan for three counts of rape, a first-degree felony, sexual battery, a second-degree felony, and gross sexual imposition, a third-degree felony, for allegedly having sexual conduct with a child in his family under the age of 10 between Jan. 1, 2014 and Dec. 31, 2016.

Jeffrey A. Boyd Sr., 57, Main Street, Wellsville, was served a secret indictment Aug. 23 in Wellsville for nonsupport of a dependent for allegedly failing to support a juvenile from May 1, 2020 to May 31, 2022.

Kacie O. O’Neil, 38, Main Street, Wellsville, was served a secret indictment Aug. 23 in the Columbiana County Jail for theft, a fifth-degree felony, for allegedly stealing $6,600.49 from a business between April 1 and May 31.

Sarah E. Drye, 35, Chestnut Street, Leetonia, was served a secret indictment Aug. 22 at the Columbiana County for aggravated possession of drugs, a fifth-degree felony, for allegedly being in possession of methamphetamine Feb. 3.

Ahmed Alwishah, 65, School Street, Weirton, W.Va., was served a secret indictment Aug. 22 in Lisbon for two counts of tampering with records, a third-degree felony, for allegedly facilitating fraud on a title belonging to a government entity between April 5 and April 16, 2021.

Amber A. Cox, 40, Odgen Street, East Liverpool, was served a secret indictment Aug. 22 in the Columbiana County Jail for illegal conveyance of drugs, a third-degree felony, for allegedly taking drugs into a correctional facility Nov. 21, 2021.

Jordan R. Swain, 35, Mattix Road, Lisbon, was served a secret indictment Aug. 22 in Lisbon for aggravated possession of drugs, a fifth-degree felony, and possession of drugs, a first-degree misdemeanor, for allegedly possessing Hydrocodone and Diazepam Sept. 10, 2021.

Kami J. Rotellini, 46, Youngstown, was served a secret indictment Aug. 22 in Lisbon for nonsupport of a dependent, a fifth-degree felony, for allegedly failing to support a juvenile from May 31, 2020 to May 29, 2022.
